What is roadmap?

The Resource-Wise Circular Economy Roadmap for Pori brings together the city’s commitments to environmental responsibility, circular economy, low-carbon solutions, and other aspects of sustainable development under a single operating model. This model will guide and obligate the city to advance these goals through clearly defined target states and concrete actions. Through the roadmap, the City of Pori promotes the transition towards a carbon-neutral circular economy society, in line with Finland’s National Circular Economy Programme.

Prepared during 2021–2023 as part of the CIRCWASTE project, the Resource-Wise Circular Economy Roadmap is the first of its kind in Pori. The implementation schedule for the initial set of actions extends no later than 2030. However, the roadmap is designed to be updated and expanded as needed before 2030. By 2030 at the latest, it must be revised to reflect Pori’s current needs from local, national, and international perspectives.

A roadmap is an action plan that drives systemic change towards a resource-wise Pori. It consolidates and makes visible entirely new initiatives, those under development, and existing sustainability practices. For the City of Pori, the roadmap also serves as a comprehensive environmental program that has long been missing. It is a strategic tool for addressing the challenges of the sustainability crisis at the local level.

Circular economy and the broader sustainability transition require collaboration among multiple actors. The roadmap’s target states and actions will be implemented by the city’s administrative sectors, municipal enterprises, and corporations—and increasingly in the future by other partners.
